Many of us have been following the unveiling of the so called Neighborhood Stabilization Program (NSP), a federal program administered by the US Housing and Urban Development Department (HUD) that will offer  "emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities."
