			<description><p>Many of us have been following the unveiling of the so called
Neighborhood Stabilization Program (NSP), a federal program
administered by the US Housing and Urban Development Department (HUD)
that will offer&nbsp; "emergency assistance to state and local governments to
acquire and redevelop foreclosed properties that might otherwise become
sources of abandonment and blight within their communities."</p></description>
